The Decoy Towns were meant to confuses the Bombers into thinking this was Bristol so that Bristol was left untouched. It was called Operation Starfish.

During World War II a bombing decoy town was constructed on Black Down, which was intended to represent the lights of a town which had decided not to follow black-out regulations. The decoy, known under the code name Starfish from the original code SF (Special Fire) used fires of creosote and water to simulate incendiary bombs exploding. Starfish decoys diverted 968 tons of German bombardment.
